Encyclopedia of American Quaker Genealogy by WW Hinshaw Volumes I - VI held at Minneapolis (MN) Public Library [Yearly Meetings of NC, PA & NJ, NY, Ohio east, Ohio west, VA respectively]
I made copies of NC pages 1015 (John O'Neal) and 1016 (William O'Neall) which discuss the formation and laying down of Bush River Monthly Meeting (MM); and 1034 (Samuel Miles family entry).
Below page numbers in parenthesis are those of Hinshaw's books; those in open text are quoted pages from minutes.
I found nothing on William Frost in any volume. I found nothing about a disciplinary action for Henry O'Neal(l).

Found at the McClung Collection: I searched the surnames in Parts 1,3, 4, & 5 of the Heiss Indiana Quaker Records. There are a few Miles and Frost listings in Part 2, but I didn't look up. McClung does not have a copy of Part 6. There are no O'Neals listed in Part 6, just Miles and Frost. If you want to check it out, the references in part 6 are: Miles: pp 20,68,240, 288. Frost pp 271. You have to interpret from the from to see whether the month or day comes first. If only two numbers listed, I always assume a year and month. Normal display of dates is yyyy, mm,dd or mm-dd-yyyy. Here's what I could find in Hinshaw, Volume I, North Carolina. I don't own the Heiss Volumes (parts 1-6) for Indiana, so I can't do that lookup for you. I hope some of this helps. There are a few more O'Neal and Miles names listed at Bush River, but I only includes the names you had in your posting. Couldn't find much on Henry. Could he have been called Hank? Hank was disowned for owning slaves. Bush River MM, Newberry Co, SC 1771, 1, 1. Samuel Miles, Long Cane,, Dist 96, S.
